I’ve always thought that the cruelty to animals charges are too lenient. Increase the charges to felonies so any illegal alien pet-napping/killing pets and stealing/killing city property (ducks or geese) would be charged with felonies and deported, banned from returning to that city or ship them off to liberal cities.
