Foreign terrorist cells have been ‘in-country’ for decades. Hezbollah has had established cells inside the U.S. since the early 1980’s. Al Qaeda, ISIS and others are already hear. The FBI used to have a separate section to actively monitor them but obama ‘re-directed’ their focus to American-born white supremacist and Christian religious groups. The JTTF (Joint Terrorism Task Force) is still in existence after 9/11 but the FBI does not share all of their information on foreign terrorist groups with that unit.
